On the 21st July 2026, the Monsoon Session was marked by a combination of routine parliamentary business and continued political disruptions. While the Lok Sabha conducted Question Hour and tabled nine Bills that had received Presidential assent, the Rajya Sabha took up motions relating to appointments to statutory bodies and parliamentary committees. However, repeated disruptions over the previous day's protests once again curtailed substantive legislative business in both Houses. This edition provides a concise overview of the day's proceedings, key parliamentary decisions, and the political developments surrounding the session.

Key Highlights:

  1. The proceedings of the Lok Sabha and Rajya Sabha commenced at 11:00 AM.

  2. In the Lok Sabha, Shri Om Birla Ji (Speaker, Lok Sabha; BJP, Kota, Rajasthan) commenced the Question Hour.

    1. Shri Umesh Babubhai Patel (Ind., Daman and Diu (ST), Dadra and Nagar Haveli and Daman and Diu) requested data on health and sanitation workers in Daman and Diu, including their employment categories and NPS coverage. He also questioned whether the Government plans to regularise those serving irregularly for over five years.

  3. Repeated disruptions and sloganeering by Opposition members led to multiple adjournments throughout the day.

  4. In the Rajya Sabha, the proceedings commenced at 11:00 AM with Shri C.P. Radhakrishnan Ji (Chairman, Rajya Sabha) presiding over the House, followed by the laying of Papers and Reports on the Table.

  5. In the Rajya Sabha,

    1. Shri Jagat Prakash Nadda (BJP, Gujarat) moved a motion for the election of one Rajya Sabha Member to the All India Institute of Medical Sciences (AIIMS), Bhubaneswar, to fill the vacancy caused by the retirement of Smt. Mamata Mohanta on 2nd April 2026.

    2. Dr. L. Murugan (BJP, Madhya Pradesh) moved a motion to appoint Shri Manmohan Samal (BJP, Odisha) and Smt. Sagarika Ghose (AITC, West Bengal) to the Joint Committee on the Constitution (One Hundred and Twenty-Ninth Amendment) Bill, 2024 and the Union Territories Laws (Amendment) Bill, 2024, following the retirement of Shri Saket Gokhale and Shri Bhubaneswar Kalita.

  6. In the Rajya Sabha, Shri Mallikarjun Kharge (LoP, Rajya Sabha; INC, Karnataka) subsequently raised the issue of the previous day’s protests, leading to disruptions in the House, following which the proceedings were adjourned until 12:00 PM.

  7. The proceedings of Lok Sabha and Rajya Sabha were adjourned at 2:04 PM, and 2:01 PM respectively, to reconvene at 11:00 A.M on 22nd July, 2026, Wednesday.

I. Lok Sabha Proceedings:

  1. The proceedings of the Lok Sabha commenced at 11:00 AM.

  2. Shri Om Birla Ji (Speaker, Lok Sabha; BJP, Kota, Rajasthan) commenced the proceedings of the House with Question Hour.

  3. Shri Umesh Babubhai Patel (Ind., Daman and Diu (ST), Dadra and Nagar Haveli and Daman and Diu) sought details on the number of health and sanitation workers employed in the Gram Panchayats, Municipal Councils and Municipalities of the Union Territory, including those covered under the National Pension System (NPS). He also sought a category-wise break-up of regular, contractual, outsourced and daily wage employees, and questioned whether the Government was considering a policy to regularise those who had been serving on an irregular basis for more than five years.

  4. Amid disruptions during Question Hour, the House was adjourned at 11:03 AM till 12:00 PM.

  5. The House resumed at 12;00 PM with Smt. Sandhya Ray (BJP, Bhind (SC), Madhya Pradesh) in the Chair.

  6. Secretary-General Shri Utpal Kumar Singh laid 9 Bills on the Table which were passed by both Houses of Parliament during the 18th Lok Sabha and assented to by the President.

  7. Following this, papers and reports were laid on the Table.

  8. As disruptions continued, the House was adjourned at 12:10 PM to reconvene at 2:00 PM with Shri Dilip Saikia (BJP, Darrang Udalguri, Assam) in the Chair.

  9. On reconvening, disruptions continued again and the House was adjourned at 2:04 PM until 11:00 AM on Wednesday, 22nd July 2026.

II. Rajya Sabha Proceedings

  1. The proceedings of the Rajya Sabha commenced at 11:00 AM.

  2. Shri C.P. Radhakrishnan Ji (Chairman, Rajya Sabha) presided over the Chair and Papers and Reports were laid on the Table.

  3. Shri Jagat Prakash Nadda (Union Minister, Ministry of Health and Family Welfare; BJP, Gujarat) moved a motion for the election of one Rajya Sabha member to the All India Institute of Medical Sciences (AIIMS), Bhubaneswar, following the retirement of Smt. Mamata Mohanta from the House on 2nd April, 2026.

  7. When the House reconvened at 12:00 PM, Secretary-General P.C. Mody communicated a message from the Lok Sabha requesting the Rajya Sabha to elect two members via proportional representation (by single transferable vote) to the Joint Committee on Offices of Profit, filling vacancies caused by the retirement of Shri N. R. Elango and Shri Deepak Prakash. However, due to continued disruptions, the House was adjourned at 12:02 PM until 2:00 PM.

  8. On reconvening, disruptions continued and the House was unable to conduct further business and was adjourned for the day at 2:02 PM to reconvene at 11:00 AM on Wednesday, 22nd July, 2026.

III. Events Outside The Parliament

  1. Smt. Sonia Gandhi (INC, Rajasthan), on being asked about the police action during the CJP protest, said that the Congress Party had already conveyed its official position on the ongoing protect over resignation of Shri Dharmendra Pradhan (Union Minister, Ministry of Education; BJP, Sambalpur, Odisha) and accountability of the Government over the paper leak issue.

  2. Shri Rahul Gandhi (LoP, Lok Sabha; INC, Rae Bareli, Uttar Pradesh) criticised the Government’s handling of the education system and the student protests. He demanded the resignations of Shri Dharmendra Pradhan (Union Minister, Ministry of Education; BJP, Sambalpur, Odisha), Shri Amit Shah Ji (Union Minister, Ministry of Home Affairs; BJP, Gandhinagar, Gujarat) and Prime Minister Shri Narendra Modi Ji (BJP, Varanasi, Uttar Pradesh). Further, he stated that he would meet the injured students.

  3. Smt. Priyanka Gandhi Vadra (INC, Wayanad, Kerala) strongly condemned the police action against CJP protesters, terming it unacceptable and urging Shri Narendra Modi Ji (BJP, Varanasi, Uttar Pradesh) to engage with the students. She demanded the resignation of Shri Dharmendra Pradhan (Union Minister, Ministry of Education; BJP, Sambalpur, Odisha), and accused the Government of being anti-youth, anti-poor and anti-farmer, while failing to ensure accountability.

  4. Shri Chirag Paswan (Union Minister, Ministry of Food Processing Industries; Lok Jan Shakti Party (Ram Vilas), Hajipur, Bihar) stated that, during the NDA Parliamentary Party meeting, Prime Minister Shri Narendra Modi Ji (BJP, Varanasi, Uttar Pradesh) emphasised the need to guide the country’s youth in the right direction. He added that the Prime Minister highlighted their achievements at the national and international levels and shared his vision for their future.

  5. Shri Mallikarjun Kharge (LoP, Rajya Sabha; INC, Karnataka) criticised the police action during the CJP protest, alleging that the Opposition was being suppressed in the Parliament. He demanded a statement from Shri Amit Shah Ji (Union Minister, Ministry of Home Affairs; BJP, Gandhinagar, Gujarat) and a discussion on the issue.

  6. Shri Rahul Gandhi (LoP, Lok Sabha; INC, Rae Bareli, Uttar Pradesh) questioned Prime Minister Shri Narendra Modi Ji (BJP, Varanasi, Uttar Pradesh) over the police action during the CJP-led student protest on 21st July. He also met Shri Om Birla Ji (Speaker, Lok Sabha; BJP, Kota, Rajasthan) and sought a discussion on the issue. Shri Rahul Gandhi (LoP, Lok Sabha; INC, Rae Bareli, Uttar Pradesh) alleged that Prime Minister Shri Narendra Modi Ji (BJP, Varanasi, Uttar Pradesh) had neither apologised nor addressed the matter. Further, he criticised the state of the education system, and urged the Prime Minister to apologise and stop the police action against students.

  7. Shri Manish Tewari (INC, Chandigarh, Chandigarh) condemned the police action against students during the CJP protest and called for a discussion on the issue in Parliament. He stated that the Opposition would continue to raise the matter.

  8. Dr. Shashi Tharoor (INC, Thiruvananthapuram, Kerala) called for an immediate discussion in the Parliament on the student protests and the police action. He criticised the Government for refusing a debate and urged it to ensure accountability and address the concerns raised by the students.

  9. Shri Akhilesh Yadav (SP, Kannauj, Uttar Pradesh) criticised the BJP over its handling of the student issue, alleging that the Government was unwilling to seek the resignations of Ministers or its allies. He termed its approach towards the youth unacceptable in a democracy.

  10. Smt. Dimple Yadav (SP, Mainpuri, Uttar Pradesh) stated that the Opposition had sought a discussion on the student protest, but it was not allowed. She criticised the Government’s handling of the issue and called for reforms in the education system. She also supported the demand for the resignation of Shri Dharmendra Pradhan (Union Minister, Ministry of Education; BJP, Sambalpur, Odisha) citing accountability of the Government.

  11. Sushri Kangana Ranaut (BJP, Mandi, Himachal Pradesh) defended the Delhi Police’s handling of the CJP protest outside the Parliament, stated that the Members of Parliament inside the House feared a possible mob attack and praised the police for acting as a shield and preventing any harm.

  12. Shri K.C. Venugopal (INC, Alappuzha, Kerala) criticised the Union Government over the police action during the CJP student protest and demanded the resignation of Shri Dharmendra Pradhan (Union Minister, Ministry of Education; BJP, Sambalpur, Odisha), while stating that the Opposition would raise the issue again in Parliament.

  13. Shri Jagdambika Pal (BJP, Domariyaganj, Uttar Pradesh) stated that the Opposition had no interest in allowing the Parliament to function and said that repeated disruptions were wasting public money.

The proceedings reflected Parliament's dual role of advancing institutional and legislative business while serving as a forum for political accountability. Despite repeated disruptions limiting the time available for deliberation, important procedural business, including committee appointments and parliamentary communications, continued to move forward. As the Monsoon Session progresses, restoring uninterrupted debate will be critical to ensuring that Parliament can effectively scrutinise policy, deliberate on legislation, and sustain the momentum of governance.
